Building Safer Communities: How Tenant Town Halls Strengthen Emergency Preparedness

There are two kinds of property managers: those who hear from their tenants only when something goes wrong, and those who have built relationships long before an emergency ever occurs. The difference often comes down to one simple strategy: communication.

One of the most effective—and often underutilized—tools available to property managers is the tenant town hall. While many think of these meetings as a way to announce building updates or discuss construction projects, they can become one of the strongest components of a property’s safety and emergency preparedness program.

Let’s face it—no one wakes up excited about attending a fire drill or listening to emergency procedures. Most people are thinking about deadlines, meetings, or grabbing coffee before their next Zoom call. But when emergencies happen, those same people expect someone to know exactly what to do. That’s why the work of preparing tenants before an incident is just as important as responding during one.

A well-planned tenant town hall does far more than satisfy a safety requirement. It builds trust, encourages collaboration, documents preparedness efforts, and creates a building community that is ready to respond together when it matters most.

Safety Begins with Relationships

Emergency preparedness is often viewed as policies, manuals, evacuation maps, and checklists. Those tools are essential, but they don’t replace relationships. People are much more likely to follow directions during an emergency when they recognize the faces giving them. They are also more willing to report suspicious activity, ask questions, and participate in drills when they feel connected to the property management team.

Tenant town halls create that connection. Rather than only communicating through emails and posted notices, property managers have an opportunity to engage tenants face-to-face, answer questions, and demonstrate that safety is a shared responsibility. More importantly, tenants leave knowing that someone is actively thinking about their well-being—not just maintaining the building.

Start with Your “Mayors”

Before scheduling a tenant town hall, identify the informal leaders within your building. Every property has them. They’re the office manager who seems to know everyone, the executive assistant who organizes every office celebration, the retail owner who greets every customer by name, or the long-term tenant who always has their finger on the pulse of the building. I like to call them the “mayors” of the building.

Meeting with these individuals before the town hall can make all the difference. These conversations provide valuable insight into concerns tenants may already have, topics that should be addressed, or questions that are likely to surface. It also allows these influential tenants to feel included in the process rather than surprised during the meeting.

And let’s be honest—they’re probably going to bring those issues up anyway. It’s much better to hear them beforehand than for them to become the opening act of your town hall. When your building’s unofficial leaders support the meeting, others are much more likely to engage positively.

Fire Drills Should Be More Than a Requirement

Many jurisdictions require annual fire drills, but too often they become little more than checking a box. Tenants line up outside, glance at their phones, and head back inside wondering why they just stood in the parking lot for fifteen minutes.

A tenant town hall gives property managers an opportunity to explain the purpose behind the drill. Review evacuation routes. Discuss assembly locations. Explain how first responders use accountability information. Talk through what happens if elevators are unavailable. Answer questions about mobility assistance. When people understand the “why,” they are much more likely to remember the “what.”

One lesson I’ve learned over the years is that the quickest way to a tenant’s heart is often through their stomach. If you want strong participation, provide breakfast after a morning fire drill or lunch following the meeting. A simple meal or refreshments can dramatically increase attendance and create a relaxed environment where people are willing to stay, ask questions, and engage in meaningful conversation. It transforms what many see as an obligation into an opportunity to connect.

Now, let me save you from learning this lesson the hard way: don’t feed them before the fire drill. If breakfast is waiting in the conference room while the alarm is sounding, you’ll be surprised how many people suddenly become very interested in protecting their bagel instead of evacuating the building. Schedule the food after the drill. Not only does it encourage participation from start to finish, but it also gives everyone a chance to debrief, ask questions, and continue the conversation in a much more relaxed setting.

Sometimes the best engagement strategy isn’t a complicated program or an expensive giveaway. It’s simply good hospitality served at the right time.

Invite the Experts

Property managers don’t have to be experts in every aspect of emergency preparedness. Bring in the professionals. Local fire departments often welcome opportunities to educate building occupants on fire prevention and emergency response. Neighborhood police departments or trusted security partners can provide presentations on active threat awareness, personal safety, and crime prevention.

One topic that consistently receives positive feedback is active shooter awareness training. While no one enjoys thinking about these scenarios, providing practical guidance helps reduce fear and increase preparedness. Employees leave with greater confidence and a better understanding of how to respond if the unthinkable occurs.

Holiday safety presentations are another excellent addition. Whether discussing package theft, parking lot awareness during shorter daylight hours, travel safety, or seasonal security reminders, these sessions keep safety relevant throughout the year. Plus, it’s a nice change of pace from hearing someone explain where the nearest fire extinguisher is—for the fifth year in a row.

Let Tenants Talk

One mistake many property teams make is treating tenant meetings as presentations instead of conversations. Some of the most valuable information comes from simply listening. Give tenants time to voice concerns. Allow them to ask difficult questions. Invite suggestions for improvement. Sometimes they simply want to know someone is listening.

Will every concern be easy to solve? Of course not. But acknowledging concerns respectfully goes a long way toward building trust. Occasionally, you’ll hear complaints about parking, elevators, cleaning services, or HVAC temperatures during a meeting intended to discuss emergency preparedness. That’s okay. People don’t always separate issues the way we do.

If allowing someone a few minutes to be heard helps build trust and opens the door to discussing more critical safety topics, it’s usually time well spent.

Build Community Around the Table

One of my favorite ways to structure a tenant town hall is through roundtable discussions. Instead of everyone sitting silently in rows, encourage tenants to introduce themselves, share what their businesses do, and get to know one another.

The results can be surprising. Professional service firms discover retail businesses they never knew existed downstairs. Retail tenants find service providers who become customers. Neighbors who have occupied the same building for years finally learn each other’s names.

Is it always perfect? Not necessarily. Sometimes conversations become lively. Sometimes opinions differ. It can be both a gift and a curse. But more often than not, these conversations create stronger building communities where tenants begin supporting one another—not because management told them to, but because they now know each other.

I’ve also watched tenants begin referring business to one another, sharing professional resources, and discovering talents they never knew existed within the building. Especially in mixed-use properties or buildings with retail tenants, these introductions often create unexpected partnerships that benefit everyone. That’s community-building at its best.

A connected building is almost always a safer building.

Ask What They Want

Engagement doesn’t stop with safety. Use the meeting to ask tenants what kinds of events they would like to see throughout the year. Would they enjoy networking breakfasts? Wellness events? Blood drives? Charity drives? Fitness classes? Professional development workshops? Community service opportunities?

When tenants have a voice in programming, participation increases dramatically. People are much more likely to attend events they helped create than events that were simply announced in an email. The town hall becomes more than an annual meeting—it becomes the beginning of an ongoing partnership.

Reinforce Communication

An emergency is not the time for tenants to wonder where information comes from. Every town hall should include a review of communication procedures. Explain how emergency notifications are sent, when text messages versus emails are used, where building updates are posted, who serves as the official source of information, and how emergency contacts should be updated.

Repetition builds confidence. If tenants hear these procedures multiple times throughout the year, they’re much more likely to remember them when stress levels are high.

And perhaps most importantly, no one can honestly say, “I didn’t know what to do,” when you’ve consistently educated them, answered their questions, and practiced together.

Documentation Protects Everyone

One often-overlooked benefit of tenant town halls is documentation. Attendance records, agendas, presentation materials, meeting minutes, sign-in sheets, and fire drill participation all demonstrate that the property management team made reasonable efforts to educate building occupants.

Fire marshals and fire chiefs appreciate seeing documented evidence that building management is actively communicating emergency procedures and conducting preparedness training. Should questions ever arise following an incident, these records demonstrate that emergency preparedness wasn’t an afterthought—it was an ongoing commitment.

From a risk management perspective, documentation protects ownership, property management, and building staff by demonstrating that tenants were informed, trained, and given opportunities to participate in emergency preparedness activities. While no one wants to think about litigation, good documentation can become an important part of demonstrating due diligence if an emergency results in legal scrutiny.

Safety Is Everyone’s Responsibility

Creating a culture of preparedness doesn’t happen through a single annual meeting. It happens through consistent communication, meaningful relationships, practical education, and genuine collaboration. Tenant town halls provide an opportunity to bring all of those elements together.

They remind tenants that property management is more than maintaining elevators, repairing HVAC systems, or coordinating vendors. It is about protecting people.

When tenants know they are heard, informed, and included, they become active partners in maintaining a safe environment. They look out for one another, communicate concerns earlier, participate in drills, and understand that emergency preparedness isn’t solely the responsibility of the property management team—it’s a shared commitment.

At the end of the day, that’s what exceptional property management is all about. Because while we all hope an emergency never happens, hope is not a strategy.

Preparation is.

And sometimes, that preparation starts with something as simple as inviting everyone into the same room, offering a cup of coffee after the fire drill, listening more than you speak, and reminding your building community that safety isn’t just management’s responsibility—it’s everyone’s.
